Russian defence minister Sergei Shoigu announced the completion of the delivery during a meeting with President Vladimir Putin broadcast by state-owned Russian TV.
Mr Shoigu said the “work was finished a day ago" but added it will take three months to train Syrian personnel to operate the system.
The S-300 is capable of intercepting air attacks more than 150 miles away and can hit multiple targets simultaneously.
Less than 24 hours before the announcement, US National Security Adviser John Bolton said the delivery of the Russian S-300 would be a "significant escalation" in the already high tensions in the Arab Republic.

US Secretary of State Mike Pompeo claimed he would raise the matter this week with his Russian counterpart Sergey Lavrov at the UN General Assembly.
Mr Bolton said: ”We think introducing the S-300s to the Syrian government would be a significant escalation by the Russians and something that we hope, if these press reports are accurate, they would reconsider.
"We have American forces in the area we're concerned about.
”The Israelis have a legitimate right to self-defence against this Iranian aggressive behavior, and what we're all trying to do is reduce tensions, reduce the possibility of major new hostilities.

“That's why the president has spoken to this issue and why we would regard introducing the S300 as a major mistake."
Mr Bolton claimed the US will keep a military presence in Syria until Iran is no longer active in the Republic.
He said: "We're not going to leave as long as Iranian troops are outside Iranian borders and that includes Iranian proxies and militias."
The decision to deploy the S-300s comes after a Russian military aircraft was shot down over Syria during an Israeli airstrike.

Russian President Mr Putin initially appeared to accept the loss as an accident but the Kremlin has blamed Israel for the attack, saying Israeli jets on a bombing raid intentionally used the Russian Il-20 reconnaissance plane as cover.
Moscow said relations with Israel had been “damaged” by the downing of the plane and the deaths of the 15 personnel aboard and promised retaliation.
Mr Putin’s spokesman Dmitry Peskov said: “According to information from our military experts, this tragedy was caused by deliberate actions by Israeli pilots, which certainly cannot but damage our relations.
“You know that Israel and the Russian Federation have quite advanced relations.
"Everything had worked correctly until this tragedy.”
